Boating Laws & License Requirements by State


Passing a boating safety course will give you a discount on boat insurance and will increase your water safety skills. Boat safety courses are an excellent investment of time and money, regardless of your state's boating law. Each state has unique boating education requirements, and the boating rules, laws and regulations vary from state to state for obtaining a boat license or safety certification.  Beginning on January 1, 2016, no person born on or after January 1, 1998, unless exempted by subsection (i), shall operate a motorboat with over 10 horse power unless that person has a valid Boating Safety Certificate issued by the Department of Natural Resources or an entity or organization recognized and approved by the Department.

Persons at least 12 years of age and less than 18 years of age may only operate a motorboat if:

They have in possession a valid Boating Education Certificate of Competency issued by the Illinois Department of Natural Resources, Safety Education Division, or

They are accompanied on the motorboat and under direct control of a parent of guardian, or a person at least 18 years of age designated by a parent or guardian.

States with mandatory boating law require safety certification for some or all boaters. Only one state (Alabama) requires an actual boat license. However, many prospective students are not aware of state legal terminology, and search for information about a boat license or licence, or a captain or captains license.
